they are track wheels with semi slicks
smaller wheels = cheaper tyres, especially when buying semi slicks

not my cup of tea but I can see why you would for track use
Can be a bit embarrassing sometimes when you try to turn round a tight corner and have to do a 3 point turn because you don't have the turning circle

I use this to my advantage, any car thats got a crap turning circle makes people watch for longer

i have 15 on mine at the minute until i get my new wheels on, the clear the brake easy but id say go for 16inch comps, i had some on mine a few months ago, i think they sit better to be honest and found it stick to the road a lot more, heres a picture of it
